2026 Elections Are Coming: Do You Know What Your LC5 Chairperson Should Be Doing? – A Wake-Up Call for Bundibugyo Voters
As Uganda heads into the 2026–2031 election season, it's time for citizens, especially in Bundibugyo District, to move beyond voting and truly understand the responsibilities of the leaders they elect.
One of the most powerful and influential positions at the district level is the LC5 Chairperson (District Chairperson). This is not just a title—it’s a position of service, planning, and accountability.
Before you cast your vote, ask yourself:
“Do I know what the LC5 Chairperson is supposed to do? And am I ready to follow up after elections?”
What Does the LC5 Chairperson Actually Do? (According to Uganda's Local Government Act)
According to the Local Government Act (Cap 243), the LC5 Chairperson is:
-
The Political Head of the District
They represent the district and lead the District Council in policy-making and development direction. -
An Overseer of Service Delivery
They supervise the Chief Administrative Officer (CAO), health, education, and infrastructure departments to ensure government programs are implemented properly. -
A Key Planner and Budget Leader
They are vital in preparing the district development plan and budget, in collaboration with technical staff. -
A Resource Mobilizer
They help attract funds, partnerships, and ensure the wise use of government and local resources. -
A Conflict Manager and Security Partner
They work closely with the RDC and police to promote peace, security, and address local disputes. -
A Reporter and Accountable Leader
They must regularly report on expenditures, the progress of government grants, and be transparent with the community.
Why This Matters for Bundibugyo
Bundibugyo faces unique developmental challenges:
-
Inaccessible roads in mountainous areas
-
Inadequate healthcare services and infrastructure
-
Limited classrooms, teacher accommodation, and educational materials
-
Youth unemployment and underutilised tourism and agricultural potential
-
Limited citizen access to information on how resources are spent
This makes the LC5 Chairperson’s role even more critical—and means citizens must go beyond electing and start monitoring.

This is a great insight. Many times our people have focused on popularity of the candidates without putting into consideration service delivery. All of us would wish to stand but the spaces are always limited to few individuals. Thus accountability, service delivery and a leader who listens to people's issues should be our target characters this time.
